WSR视域下我国政府数据开放价值实现模式研究*

Research on the value realization model of my country's government data opening from the perspective of WSR*

摘要：[目的/意义]为进一步提高政府数据开放的水平，有必要探究影响政府数据开放价值的驱动因素，激发和释放政府数据价值活力和潜能，助力数字经济持续增长和提高政府部门数据服务能力。[方法/过程]从WSR视域下构建影响政府数据开放价值实现的分析框架，涵盖价值主张、价值管理至价值增值的全过程，运用模糊集定性比较分析我国20个省级地方政府数据开放价值实现模式。[结果/结论]研究发现，我国政府数据开放价值形成存在3种组合路径，分别为政府主导下的三理并举型、政企协同驱动下的技术管理型、开放者能力缺失下的组织保障型。未来对于需要进一步突出人理要素中其他利益相关者的价值作用，提出可发挥要素协同效应，采取差异化策略，构建良好的开放生态中推动数据开放价值的实现。

Abstract: [Purpose/significance] In order to further improve the level of government data openness, it is necessary to explore the driving factors that affect the value of government data openness, stimulate and release the vitality and potential of government data value, help the sustainable growth of the digital economy and improve the data service capabilities of government departments.[Method/process] From the perspective of WSR, an analytical framework that affects the realization of the value of government data opening is constructed, covering the whole process of value proposition, value management, and value appreciation. The fuzzy sets are used to qualitatively compare and analyze the value realization mode of data opening in 20 provincial-level local governments in my country.[Result/conclusion] The study found that there are three combination paths for the formation of the open value of government data in my country, namely, the three-in-one model under the leadership of the government, the technology management model driven by government-enterprise collaboration, and the organization guarantee model under the lack of opener capabilities. In the future, it is necessary to further highlight the value role of other stakeholders in the human element, and propose that the synergistic effect of the elements can be brought into play, and differentiated strategies can be adopted to build a good open ecology to promote the realization of the value of data openness.
