地方标准化对区域经济发展的影响研究 ——兼论技术与市场的双重中介效应

Influence of Local Standardization on Regional Economic Development: ———Analysis of the Dual Mediating Effect Based onTechnology and Market

摘要:

鉴于目前对地方标准化发展水平的量化研究尚未得到足够重视，从区域层面分析地方标准化对经济发展的贡献及其影响机制。以地方参与国家标准研制数表征其标准化水平，基于2001－2019年中国30个省份面板数据，通过最小二乘法（OLS）、个体固定效应和双向固定效应等基准回归方法，同时考虑区域异质性，检验地方标准化水平对区域经济规模和产业结构的不同影响结果及影响机制。结果发现：地方标准化发展显著促进当地经济增长和产业升级，经济增长效应在内陆地区尤为明显，沿海地区则更多地受益于产业升级效应；技术进步是地方标准化影响经济增长和产业升级的重要中介途径，市场化的中介效应却并不显著。为此，应大力引导和鼓励东部行业领军企业开展先进技术标准的制定，通过标准引领技术轨道演进；同时，有倾向性地在西部产业聚集园区进行标准化试点推进，构建地区间标准化发展协作联动机制。

Abstract:

As the quantitative research on the development level of local standardization has not received enough attention, this paper analyzed the contribution of local standardization to high-quality economic development and its influence mechanism from the regional level. We use standard drafting information to assess the level of local standardization. Based on China’s 30 provincial panel data from 2002 to 2019, we estimate the influence of local standardization on regional economic scale and industrial structure and consider the regional heterogeneity by using the least squares method (OLS), individual fixed effect and two-way fixed effect regression method. The results show that the local standardization development significantly promotes local economic growth and industrial upgrading, and the economic growth effect is particularly obvious in inland areas, while the coastal areas benefit more from the industrial upgrading effect. We also find that the technological progress is an important mediating way for local standardization to affect economic growth and industrial upgrading, but the mediating effect of marketization is not significant. These results suggest that the leading enterprises in the eastern region should be encouraged to carry out the formulation of advanced technology standards, and lead the technological track evolution through the standards. At the same time, we should carried out pilot standardization projects in industrial agglomeration parks in western region and establish cross-regional standardization development coordination mechanism.
