协同治理视阈下研究型医院科技成果转化困境与路径优化——基于扎根理论的质性研究

科技成果转化是我国科技创新体系中的薄弱环节。研究型医院作为医学科技创新的重要阵地,其科技成果转化涉及多主体协同,亟待寻求政策协同路径提升转化效率。以浙江省7家研究型医院42名管理人员为研究对象,采用深度访谈收集数据,运用扎根理论进行程序化编码,提炼出6个主范畴,从宏观、中观和微观层面分析研究型医院科技成果转化协同治理逻辑并构建协同治理模型,揭示现实困境并提出政策建议,即“多元共通”协同治理目标设计,“多元合作”协同治理组织优化,“多元融合”协同治理制度变革,“多元层次”协同治理手段提升,“多元环节”协同治理流程再造。

Abstract:

The transformation of scientific and technological achievements is a vulnerable spot in Chinese scientific and technological innovation system. As an important position of medical science and technology innovation, the transformation of scientific and technological achievements in Research-oriented hospitals involves multi-body coordination, so it is urgent to seek policy coordination path to improve the efficiency of achievements transformation. 42 managers in seven hospitals in Zhejiang province were recruited as research object. Six main categories were refined using in-depth interviews for data collection and grounded theory for procedural code. Analysis of transformation of scientific and technological achievements collaborative research hospital management logic and build collaborative governance model was performed in macro, meso and micro levels, which revealing the practical difficulties and put forward policy suggestions. That is, the goal design of "multiple and common" collaborative governance, the organization optimization of "multiple cooperation" collaborative governance, the reform of "multiple integration" collaborative governance system, the improvement of "multiple levels" collaborative governance means, and the re-engineering of "multiple links" collaborative governance process.
