Abstract:at present, bioeconomy has become a new growth point of the world economy, which is of great significance for achieving high-quality economic development in China. In this context, it is necessary to accurately measure the level of bioeconomy development, which is the premise and basis for the government to formulate targeted policies. Firstly, this paper clarifies the definition,connotation and field of bioeconomy by analyzing the bioeconomy policies and reports of major countries and international organizations around the world. Then, this paper constructs an evaluation index system of China""s bioeconomy, which includes three first-class indicators of biological industry, innovation ability and government support, six second-class indicators, 17 third-class indicators and 60 fourth-class indicators, and creatively combines traditional statistical data and non-traditional data for empirical analysis. The results show that the overall development level of bioeconomy in China is low, and 31 provinces can be divided into five echelons. Only a few provinces such as Jiangsu, Guangdong, Zhejiang and Shandong have better bioeconomy development, and the gap between other provinces and these four provinces is obvious. From a regional perspective, the development level of bioeconomy in China is ranked from high to low as the eastern region, the central region, the northeast region and the western region. In addition, this paper also extends the index system to the label system, and provides a visual display. Finally, this paper puts forward policy recommendations for the development of bioeconomy in different echelons, in order to provide reference for the development of bioeconomy in various regions.
