Abstract:In order to release the value of data enabling industry regulation and improve data governance capabilities, this study adopts content analysis method to code 27 policy texts related to business-to-government data sharing in the industry supervision. The result shows that the policy logic is developed from three dimensions: data right structure, policy instruments and sharing rules. With protecting personal data rights and strengthening government data power becoming the center, the protection of corporate data rights is relatively marginalized and restricted. Mandatory policy instruments are used more while mixed and voluntary policy instruments are used less. Besides, sharing rules which cover ways, principles, frequencies and contents are regarded as the action handbook. In the future, improving the status of corporate data rights appears to be vitally important. Meanwhile, adopt mixed policy tools to motivate enterprises and positively define sharing rules related to protecting corporate data rights.
