Abstract:As an important carrier of scientific and technological innovation, with the strong support of the state, the level of scientific research has been significantly improved and the output of scientific and technological achievements has continued to increase. Along with a series of policy documents issued by the state, the aim is to improve the science and technology evaluation system in a multi pronged manner, break the bad guidance of "only papers" in science and technology evaluation, and encourage the publication of "three types of high-quality papers". By analyzing the publication of scientific and technological papers in famous universities at home and abroad, and combining with the current situation of the construction of "double first-class" universities in China, this paper puts forward that to guide the publication of "three types of high-quality papers", we should build high-quality scientific and technological journals and create an attractive academic platform; Learn from the mode of top journals to carry out organized scientific research services; Increase international scientific and technological exchanges and cooperation to ensure the openness of the innovation system; We will encourage the exploration of basic and frontier issues and strengthen the research of key and core technologies.
