科技经费改革是优化创新资源配置的关键一环,也是科研创新的重要引擎。本文基于2008-2017年115所“双一流”高校面板数据,运用动态面板数据模型,实证分析政府经费资助结构与高校科研创新间的关系。研究结果显示:(1)政府竞争性科技经费对高校科研创新产生倒U型影响;(2)政府非竞争性科技经费对高校科研创新产生正向影响;(3)高校类型对二者关系具有异质性调节作用。(4)不同地理区位下,政府经费资助结构对高校科研创新的影响强度以及高校类型的调节作用均存在差异。本研究对优化科技资助结构、健全科研管理体制具有指导意义。

The reform of science and technology funding is a key part of optimizing the allocation of innovation resources, and it is also an important engine of scientific research innovation. Based on the panel data of 115 "double first-class" universities in China from 2008 to 2017, this paper empirically analyses the relationship between government funding structure and university research innovation. The research results show that: (1) Competitive government funding has an inverted U-shaped impact on scientific research innovation in colleges and universities; (2) Non-competitive government funding has a positive impact on scientific research innovation in colleges and universities; (3) The type of university has a heterogeneous moderating effect on the relationship between the two. (4) There are differences in the impact intensity of the structure of government funding on the scientific research innovation of universities in different geographical locations. The research of this paper will help to broaden the research horizon of scientific research innovation in universities. This study has implications for optimizing the structure of science and technology funding and improving the research management system.
