Abstract:Academic research on index system focuses more on science and technology innovation or city innovation, and there are relatively few index studies that combine international cooperation. In the new development environment, the evaluation of international science and technology cooperation, which reflects the overall strength of national science and technology innovation to a certain extent, has become a new focus of evaluation research. Through the research results of domestic and foreign science and technology innovation evaluation index systems, such as Global Innovation Index, European Innovation Scoreboard and the evaluation index system of science and technology innovation capacity of key cities issued by the Ministry of Science and Technology of China, based on the "pressure-state-response" analysis model, the Delphi method and Analytic Hierarchy Process, the evaluation indexes are constructed from three dimensions, namely input level, cooperation strength and innovation performance. 11 cities in Zhejiang Province are used as research objects for empirical evidence. The results show that in 2020, among 11 cities in Zhejiang province, Hangzhou, Jiaxing and Ningbo score top 3 in international science and technology innovation cooperation index, while Jinhua, Lishui and Quzhou are in the bottom 3. The results also show that the degree of governmental investment in science and technology innovation resources varies, among which Hangzhou is far ahead of other cities. The regional innovation development among cities is very unbalanced and shows a polarization trend. Therefore, Zhejiang province should have a reasonable layout in international science and technology innovation cooperation, and implement policies according to localities, and build international science and technology cooperation platform.
