Abstract:Under the background of the integration of innovation chain and industrial chain , in order to identify the problems existing in the allocation of scientific and technological resources in Jiangsu, optimize the allocation of talented, capital and technological resources, and release the innovation potential of scientific and technological resources. Based on the input and output of scientific and technological resources of the double chain, a comprehensive evaluation index system of "double chain" scientific and technological resource allocation efficiency was constructed, which included 1 first-level index, 2 second-level index and 17 third-level index. The superefficiency data Envelopment analysis (DEA) model was used to analyze the "double chain" scientific and technological resources allocation level in Jiangsu from 2011 to 2020. The research results show that in some years, the allocation efficiency of scientific and technological resources in the double chain in Jiangsu Province is low. At the same time, there are some problems, such as structural imbalance of scientific and technological resources input, insufficient investment of scientific and technological resources in basic research and applied research, the output of scientific and technological resources knowledge achievements to be increased, and the transformation of scientific and technological resources into economic achievements to be improved. Finally, according to the research results, this paper puts forward some suggestions to improve the efficiency of Jiangsu's "double chain" scientific and technological resources allocation from the aspects of optimizing the input of basic research and applied research resources, transforming the traditional management mechanism and improving the industrial sticking force of innovation chain.
