数字经济发展对县域农业发展质量的影响研究

数字经济发展是县域农业产业提升的新动力。本文基于数字经济发展给县域农业发展质量提升带来的作用机制分析，选取粤港澳大湾区内2018-2020年12个农业产业规模较大的县域城市为样本，对数字经济发展水平和县域农业产业的提升做出实证讨论，对数字经济在县域乡村的发展指数做出分解，分为乡村数字基础设施建设、乡村经济数字化、乡村治理数字化和乡村生活数字化，并对以上四个维度的乡村数字化指数和县域农业产业发展水平展开详细研究，研究结论如下：第一，数字经济发展能够有效提升县域农业的发展质量，给县域农业的生产效率和第一产业产值都会带来正向作用，该结果在经过稳健性检验后仍旧成立。第二，乡村经济数字化是影响县域农业发展的最重要的因素，其次为乡村数字基础建设，乡村治理数字化和乡村生活数字化对县域农业的影响较弱。数字基础建设能够为县域农业发展起到基础性的平台作用，数字化的生产、流通、销售以及普惠金融是县域农业发展的核心动力。第三，“四高型”县域农业发展质量受到数字经济发展的促进作用远大于“普通型”县域农业，而且数字经济对两种不同类型的县域的影响侧重点存在较大差异，“四高型”县域的生产效率受到数字经济的推动更大，“普通型”县域的农业产业产值相对生产效率受到的促进更大。据此提出发展数字经济，加强数字经济在农业方面的深入融合，推动数字基础建设的全面化，加强以乡村经济数字化为核心的动力引擎建设，实施差异化支持县域发展策略等建议。

Abstract:

Digital economy development is a new driving force for county agricultural industry promotion. Based on the digital economy development brings to the county agricultural development quality improvement of mechanism analysis, select a large bay area of Guangdong in 2018 to 2020, 12 agricultural county city as sample, the larger of digital level of economic development and the improvement of county agriculture industry to make positive discussion, for the development of the digital economy in the county rural index decomposition, It is divided into rural digital infrastructure construction, rural economy digitization, rural governance digitization and rural life digitization. The rural digitization index of the above four dimensions and the development level of county agricultural industry are studied in detail. The research conclusions are as follows: First, the development of digital economy can effectively improve the development quality of county agriculture and bring positive effects to the production efficiency of county agriculture and the output value of the primary industry. This result still holds after the robustness test. Second, the digitalization of rural economy is the most important factor affecting the development of county agriculture, followed by rural digital infrastructure. The digitalization of rural governance and rural life have a weak impact on county agriculture. Digital infrastructure can play a fundamental role in the development of county agriculture. Digital production, circulation, sales and inclusive finance are the core driving force of county agricultural development. Third, the quality of agricultural development in "four-high" counties is much more promoted by the development of digital economy than that in "ordinary" counties. Moreover, there are big differences in the influence of digital economy on the two different types of counties, and the production efficiency of "four-high" counties is more promoted by digital economy. The output value of agricultural industry in "ordinary" counties was promoted more than production efficiency. According to the above, the paper puts forward some suggestions, such as developing digital economy, strengthening the in-depth integration of digital economy in agriculture, promoting the comprehensive construction of digital infrastructure, strengthening the construction of power engine with digitalization of rural economy as the core, and implementing differentiated support strategies for county development.
