本文将公共数据纳入经济运行系统和国家治理体系，聚焦于新型财政体系建设，从提升政府治理能力和社会协同发展能力的公共服务建设和公共数据价值挖掘和实现视角入手，借鉴土地财政的管理方式以及制度设计机制，就数据要素市场化的运营过程进行重点探究，从参与主体、公共数据运营体系、实现路径等核心问题讨论了数据财政的可行性框架。提出应将重点置于数据财政体系所需制度和技术层面的突破，尤其要结合国家层面统筹建设的新型数字经济基础设施来全面支持数据财政的实施。同时，为充分发挥各市场主体的特定功能，应结合数据财政实现多重市场主体和市场关系的协同治理，进而推动数字化转型和数字经济的可持续发展。

Abstract:

This paper incorporates government affairs data into the economic operation system and national governance system, focuses on the construction of a new financial system, and starts from the perspective of public service construction and government affairs data value mining and realization that enhance the ability of government governance and social coordinated development. Drawing on the management methods, means and system design of land finance, it focuses on the operation process of marketization of data elements, and discusses the feasibility framework of data finance from core issues such as participants, government data operation system, and implementation paths. And it is proposed that the focus should be placed on breakthroughs at the institutional and technical levels required by the data finance system, especially in conjunction with the new digital economic infrastructure built at the national level to fully support the implementation of data finance. At the same time, in order to give full play to the specific functions of each market entity, data finance should be combined to realize the coordinated governance of multiple market entities and market relationships, thereby promoting digital transformation and the sustainable development of the digital economy.
