Abstract:Scientific data security governance is not only a response to national macro strategic policies, but also a guarantee behavior to support the safe flow and utilization of scientific data, which is of great significance to help the steady development of national scientific and technological innovation. The advantages of law and technology integration of sovereign blockchain provide a context platform of node consensus, information sharing and co-governance of actions for scientific data security governance. In this paper, on the basis of clarifying relevant concepts and connotations of scientific data security governance, the actual basis and expected function of scientific data security governance based on sovereign blockchain are analyzed from the perspectives of top-level design and technical support, and the application of sovereign blockchain in the scientific data security governance is constructed and demonstrated from the dimensions of scientific data sovereignty maintenance, subject trust construction, and flow process security guarantee, to realize the vision of "science and technology for good" of state-led collaborative governance of scientific data security.
