“双高计划”建设周期过半背景下,科学合理的评估高职院校科技资源使用效率,是落实 “双高计划”建设“绩效管理和动态管理”要求的重要路径。本文选取56所“双高”建设院校,构建突出区域科技资源绩效的指标评价体系,使用DEA-Malmquist模型方法,分析2019-2021年间“双高”建设院校区域科技资源绩效及其变动,研究发现:2019/2020年、2020/2021年56所“双高”建设院校的全要素生产率变化指数平均值为0.959和1.006,东部、中部、西部地区区域科技资源绩效差别不大,但东部、西部地区内部院校之间存在较大的区域科技资源绩效差距。未来应当优化院校内部投入产出结构、强调精准投入,提高组织管理水平,建立更为注重服务区域的科技资源评价指标体系。

Under the background of more than half of the construction cycle of the "Double High Plan", scientifically and rationally evaluating the efficiency of the use of scientific and technological resources in higher vocational colleges is an important way to implement the "performance management and dynamic management" requirements of the "Double High Plan" construction. This paper selects 56 "double-high" construction colleges, builds an index evaluation system that highlights the performance of regional science and technology resources, and uses the DEA-Malmquist model method to analyze the regional science and technology resources performance and changes of "double-high" construction colleges and universities from 2019 to 2021. The study found that the average total factor productivity change index of 56 "double-high" construction colleges and universities in 2019/2020 and 2020/2021 was 0.959 and 1.006. , There is a large gap in the performance of regional science and technology resources among colleges and universities in the western region. In the future, we should optimize the internal input-output structure of colleges and universities, emphasize precise investment, improve the level of organization and management, and establish a scientific and technological resource evaluation index system that pays more attention to the service area.
