数字经济驱动下中国数字乡村的演进机理、动力机制与建设路径

摘要:

数字乡村建设是数字中国战略和乡村振兴战略的叠加体现。数字经济驱动在数字乡村建设过程中发挥着重要作用，是数字乡村演进的最根本推动因素。本文结合数字乡村动态演化的特点，提出以数字经济驱动为核心的数字乡村动力机制理论，并以江苏沭阳堰下村和浙江德清五四村为研究案例，具体解剖数字经济驱动在数字乡村演进中的作用。研究发现：在数字乡村初始发展阶段，数据要素与产业转型作用显著，提供了演进的内外动力，数据要素价值化是演进关键，产业数字化转型是演进支撑；在转型发展阶段，治理机制与公共服务作用显著，提供了演进的内外动力，公共服务质量决定了发展的可持续性，治理机制完善程度决定了发展的质量和韧性；在成熟发展阶段，多种数字经济驱动组合共同作用。数据要素和治理机制组合推动数字乡村持续发展，产业转型和公共服务组合拉动数字乡村持续发展。

Abstract:

Digital village is the superposition of Digital China strategy and Rural Revitalization Strategy. Digital economy plays an important role in the development of digital village and is the most fundamental driving factor of the evolution of digital village. This paper combines the characteristics of the dynamic evolution of digital villages, Put forwards the dynamic mechanism theory of digital village with digital economy as the core. Taking Yanxia village in Shuyang, Jiangsu Province and Wusi village in Deqing, Zhejiang Province as research cases, this paper dissects the role of digital economy drive in the evolution of digital villages. Results indicate that：In the initial development stage of digital village, data elements and industrial transformation play a significant role , providing internal and external impetus for evolution. The value of data elements is the key to evolution, and the digital transformation of industrial is the support of evolution. In the stage of transformation and development, Governance mechanism and public services play a significant role, providing internal and external impetus for evolution. The quality of public services determines the sustainability of development, and the perfection of governance mechanism determines the quality and toughness of development. In the mature development stage, Multiple combinations of digital economy drivers work together. The combination of data elements and governance mechanisms promotes the sustainable development of digital villages. The combination of industrial development and public services drives the sustainable development of digital villages.
