Abstract:Under the strategic goal of achieving high-level scientific and technological self-reliance and self-improvement, exploring strategic scientific and technical talents' quality, ability and behavior characteristics has essential theoretical value and practical significance. Based on reviewing the connotation and extension characteristics of strategic scientific and technological talents, this paper studies the multidimensional data of China's outstanding scientific and technical talents, and uses the text mining method to build the competency model of national strategic scientific and technological talents. The research suggests that the first-level indicators of the competency model of strategic scientific and technological talents include four dimensions: professional knowledge literacy, core competence quality, national consciousness and macro strategic thinking, and each dimension includes several second-level indicators. According to the generic characteristics of strategic scientific and technological talents, this paper distinguishes three different groups: scientific pioneers, scientific strategists and industrial scientists, identifies their common and different attributes, and further puts forward classification and evaluation methods. This study provides theoretical tools and policy support for the cultivation of strategic scientific and technological talents under the new situation.
