Abstract:Policy performance evaluation is an important means to show the implementation effect of scientific and technological innovation policies.This paper takes the "30 Policies of science and technology Reform" in Jiangsu Province and the corresponding supporting policies of universities in Jiangsu as the research objects. The hierarchical analysis method, entropy value method and K-mean cluster analysis method are integrated to evaluate the performance of the implementation effects of science and technology innovation policies in five different types of universities of Jiangsu from both dynamic and static perspectives. The results show that the implementation of the "30 Policies of science and technology Reform" policy has achieved good results; however, the policy performance among universities is imbalance, and that of universities directly under the Ministry of Education and high-level universities in Jiangsu is much higher than that of other types of universities; scientific research evaluation and the transformation mechanism of scientific and technological achievements is still the focus and difficulty of the reform of scientific and technological innovation policy in Jiangsu universities. On this basis, the policy suggestions to enhance the reform of science and technology policy of universities in Jiangsu are put forward from two points: insisting on the reform of institutional mechanism and differentiated development strategy.
