本文以农业农村部直属的Y研究所作为研究对象，剖析了当前Y研究所科研经费预算绩效管理的现状。同时，以该研究所某公益类科研项目为案例，具体分析其预算绩效管理过程及存在问题，特别是针对绩效指标，运用层次分析法（AHP）对其分值权重进行重新分配，结果表明：具有公益性质类型的项目在绩效评价时应重点关注社会效益、可持续发展、民众满意度等方面。

Abstract:

This paper taking Y Research Institute directly under the Ministry of Agriculture and Rural Affairs as the research object, and analyzes the current status of budget performance management of scientific research funds in Y Research Institute. At the same time, taking a public welfare scientific research project of the Institute as a case, this paper specifically analyzes its budget performance management process and existing problems, especially for the performance indicators, the analytic hierarchy process (AHP) is used to redistribute its score weight. The results show that: the performance evaluation of public welfare projects should focus on social benefits, sustainable development, public satisfaction and other aspects.
