Abstract:The new power system is an important means to promote the clean and low-carbon transformation of energy and support the implementation of the "double carbon" goal. Scientific and technological innovation is the key to development. In order to improve the adaptability and completeness of the new power system S&T program performance evaluation, and supplement the general framework for the comprehensive performance evaluation of research projects, this study identified key research directions and scientific and technological innovation major issues of new power system, proposed the core specifics of performance evaluation and clarified its method. This paper used varied methods such as planning/policy research, S&T program and project approval analysis, research & discussion, etc., and testified the feasibility of the performance evaluation framework via typical case validation. The ideas and methods proposed herein can provide a good basis for the on-going research into the technology performance evaluation framework for other domains.
