我国社会科学涉人研究伦理规范构建刍议

A Proposal to Establish Ethical Guidelines for Human Subjects Research in Social Science in Mainland China

摘要:

本文探讨了推进我国社会科学涉人研究伦理规范形成的意义、原则与步骤,有助于保护研究参与者的权益,提升我国社会科学研究的质量,促进高校科研机构伦理审查委员会向社会科学领域的拓展以及与国际科研规范的接轨。首先,梳理了国外科研伦理的发展历程：从局限在医学实验,扩展到社会与行为科学研究,再到互联网与大数据领域。其次,分析了以《贝尔蒙报告》与美国伦理审查委员会为代表的国外科研伦理规范的一些局限。然后,评述了我国科研伦理规范的研究与我国高校社会科学涉人研究伦理审查委员会的发展现状。最后,本文分析了我国社会科学涉人研究伦理规范的缺失原因与构建意义；提出推进我国社会科学涉人研究伦理规范构建的方式。

Abstract:

this paper discusses the significance of establishing ethical guidelines for social and behavioral research in China and proposes the associated principles and steps. The paper first reviews the development of ethical guidelines for academic research abroad: from focusing on medical and clinical research; to incorporating social and behavioral research; to extending to the internet and Big Data research. Then, the paper examines the limitations of the Belmont principles and the IRB in the U.S. Afterward, the paper surveys the status quo of ethical guidelines for academic research in China. Finally, the paper analyzes the reasons for the lack of ethical guidelines for social and behavioral research in China and proposes the significance and approahes to establish such guidelines.
