Abstract:This paper focuses on innovation driven development and the strategic background of "made in China 2025". Based on the theoretical analysis of the impact of the flow of innovation factor on the rise of China's manufacturing value chain, combined with the urgent demand for innovative talents in the middle and high-end of the manufacturing value chain and the objective facts of the cross-border flow of innovative fctor , this paper carries out an empirical study of the flow of innovation factor on the rise of China's manufacturing value chain based on China's inter provincial panel data from 2003 to 2019. It is found that the flow of innovation factor significantly promotes the rise of regional manufacturing value chain, which mainly promotes the rise of manufacturing value chain by affecting regional human capital and technological innovation. There is an obvious spatial correlation between the flow of innovation factor and the rise of manufacturing value chain, but the flow of innovation factor has a negative spatial spillover effect on the rise of manufacturing value chain in adjacent areas. Based on the above conclusions, this paper puts forward relevant strategic suggestions to promote China to build a "manufacturing power" and realize the rise of manufacturing value chain.
