本文以核电工程建设企业为例,针对核电领域核心关键技术攻关等重大科技攻关专项项目群的管理,提出了以需求侧为牵引、模块化组织运作、项目制全周期全流程管理的管理模型。通过以科技成果运用落地和成果转化为牵引,模块化组织运作及项目制管控体系为抓手,最优配置资源,形成攻关合力,实现项目全周期全流程管理,提高科技项目管理效率。该管理模式可为其他领域核心关键技术攻关项目、赛马制项目、揭榜挂帅项目等项目研发攻关及落地运用提供理论和实践借鉴。

Taking nuclear power engineering construction enterprises as an example, this paper proposes a management model that taking demand-side as the traction, operate modular organization and full-cycle and full-process project management methods to support for the management of key core technologies research projects in nuclear power field. Taking the scientific and technological achievements and the transformation of achievements as goals, uses modular organization and project management methods as a starting point, to optimally allocate resources, make realization of full-cycle and full-process management for projects, and improve management efficiency of scientific and technological project . This management model can provide theoretical and practical reference for the key core technology research projects in other fields.
