全球二维码迁移计划是对全球数字规则的系统性重塑，为探索其实施路径，基于对浙江省的典型性案例分析，总结提炼了全球二维码迁移计划示范区建设的“浙江模式”，即构建示范区建设的框架体系，实现“码”的全生命周期管理，打造国际化数字化服务平台，三位一体推进标准、技术、专利工作，建立省市县三级试点工作体系。并且，提出了进一步推进全球二维码迁移计划的相关建议，如加快建立“中国语境”下的二维码规则体系，加快关键性突破性技术攻关，加快构建系统高效的制度保障体系等。

Abstract:

The global QR code migration plan is a systematic reshaping of global digital rules. In order to explore its implementation path, this paper summarizes and refines the "Zhejiang Model" of the construction of the global QR code migration plan demonstration area based on the typical case analysis of Zhejiang Province.That is to build a framework system for the construction of the demonstration zone, realize the full life cycle management of "code", create an international digital service platform, promote the work of standards, technology and patents in a trinity, and establish a provincial, municipal and county pilot work system.In addition, relevant suggestions are put forward to further promote the global QR code migration plan, such as accelerating the establishment of the QR code rule system in the "Chinese context", accelerating the key breakthrough technology research, and accelerating the construction of a systematic and efficient institutional guarantee system.
