高新区高质量发展评价体系的构建与实施——南京高新区1991-2021年纵向案例研究

Research on Construction and Implementation of High-quality Development Evaluation System in High-tech Zones -- a Longitudinal Case Study of Nanjing High- tech Zone from 1991 to 2021

摘要:

本文结合南京高新区1991-2021年发展历程的分析，采用单案例研究法对高新区高质量发展评价体系的构建与实施进行系统性研究，并从创新效率视角对个体国家高新区评价体系实施的效果进行测度评估。研究表明：①高质量发展评价要以统计为抓手、以制度为保障，建立统计监测制度是开展评价工作的首要环节；②高质量发展评价体系要有延续性，兼顾动态调整的基础上，更加注重阶段性的实施周期；③高质量发展要充分发挥评价指挥棒、风向标、助推器作用，引导高新区聚焦“质”的提升全方位推进工作，以提高创新资源利用效率。

Abstract:

Based on the analysis of the development process of Nanjing high-tech zone from 1991 to 2021, this paper uses a single case study method to systematically study the construction and implementation of the high-quality development evaluation system of the high-tech zone, and evaluates the effect of the implementation of the evaluation system of individual national high-tech zones from the perspective of innovation efficiency. The research shows that: ① High-quality development evaluation should take statistics as the starting point and system as the guarantee, and the establishment of statistical monitoring system is the primary link of evaluation work; ② The evaluation system of high-quality development should have continuity, and pay more attention to the phased implementation cycle on the basis of dynamic adjustment; ③ High-quality development should fully play the role of evaluation baton, wind vane and booster, guide the high-tech zone to focus on the improvement of "quality" and promote the work in an all-round way, so as to improve the utilization efficiency of innovative resources.
