政府行为如何推动区域创新能力的提升？——基于时差型定性比较分析方法

在中国国家创新体系中,政府主体发挥着引领作用。目前关于政府行为和区域创新能力的研究缺乏多重条件下复杂机制的探讨,本文基于政府组织行为中直接参与和间接推动的特点,使用时差型定性比较分析方法,探究了政府引领下我国区域创新能力提升的可行性路径。研究发现：“十三五”时期能够实现区域创新能力高水平发展的政府行为路径包括四类,分别为资源投入型、协同发展型、基础建设型和经济主导型。其中资源投入路径在提升区域创新能力上发挥着更为重要的作用,是快速有效提升区域创新能力的可行性选择。本文的研究结论有助于动态性揭示政府不同行为组合影响区域创新能力的内在逻辑,为政府有效整合创新资源、施展“轻推之手”、寻求契合实际的创新路径提供政策启示。

Abstract:

The government plays a leading role in China’s national innovation system. At present, the research on government behavior and regional innovation capability lacks the discussion of complex mechanisms under multiple conditions. Based on the characteristics of direct participation and indirect promotion in government organization behavior, this paper uses the Time Differencing QCA to explore the feasible path to enhance China"s regional innovation capability under the leadership of the government. The research found that the government behavior path that can achieve the high-level development of regional innovation capability during the "13th Five Year Plan" period includes four types, namely, resource input type, coordinated development type, infrastructure type and economic leading type. Among them, resource input path plays a more important role in promoting regional innovation capability, and it is a feasible choice to rapidly and effectively enhance regional innovation capability. The research conclusion of this paper is helpful to dynamically reveal the internal logic of different combinations of government behaviors affecting regional innovation capability, and provide policy enlightenment for the government to effectively integrate innovation resources, use the "light hand", and seek practical innovation paths.
