分析了美国国土安全科学与技术战略，并以美国国土安全科学技术局及其下设的国土安全先进研究署为例，对其组织结构、运营管理模式、立项管理流程、绩效评估模式和成果转化等管理创新经验进行了研究，最后针对我国公共安全科技管理提出建议。

In this paper, we analyzed Homeland Security strategy of S T in the U.S. Then, Taking Department of Homeland Security Science and Technology (S T) Directorate and Homeland Security Advanced Research Projects Agency as examples, we studied its management innovation experience including wording boundary, organizational framework, operation management, project implementation progress, performance evaluation and transformation. Finally, we provided several key public security science and technology policy reform suggestions for China.
