Abstract:With the deepening of the construction of the Powerful Intellectual Property Country, the requirements for improving the supply and application capacity of intellectual property data have become increasingly prominent. In order to provide references for China to continuously improve the construction level of intellectual property data standard system, the ST.96 Standard of the World Intellectual Property Organization and Chinese Intellectual Property Basic Information Data Specification (Trial 2020 Edition) are combed and compared systematically. The results show that ST.96 standard involves more element categories and total elements in general components, and more element categories in patent components. The reasons may be that Chinese Intellectual Property Basic Information Data Specification (Trial 2020 Edition) does not completely extract the common elements of patents and other types of intellectual property rights and incorporate them into the corresponding common components. According to the analysis, there are some problems in the construction of China's intellectual property data standard system, such as imperfect top-level design of data standards, insufficient element richness of data standards, lack of relevant revision and update mechanisms, and the international influence of data standards to be improved. Correspondingly, it is proposed to build a standardized, compatible and extensible intellectual property data sharing platform, and gain strategic advantages in international competition by planning and laying out frontier technologies of information processing in advance, so as to improve the international influence of Chinese standards.
