Abstract:Abstract: International science and technology organizations as an important force in the global science and technology governance system. The evolution of its governance model has gone through several stages. From the single internal governance of the science and technology community, the multilateral governance under the institutional diffusion, to the compound governance that integrates multiple actors and multi-dimensional governance regimes. The evolution is motivated by both the professional institutional needs of global science and technology governance and the institutional capacity of international science and technology organizations themselves. However, the effectiveness of the governance model of international science and technology organizations is still limited by many factors, such as weak independence, differences in the value demands of participating actors, and unbalanced power structure of science and technology governance. Therefore, the new path of reconstructing the governance of international science and technology organizations needs to promote the “top-down” UN regimes achieves progressive and orderly participation, while the “bottom-up” governance innovation is used to coalesce the organizational synergy of global science and technology governance. The new paradigm of “cooperation among international organizations” will provide new governance concepts, solutions and governance regimes for global science and technology governance.
