摘要:

创新要素在国际市场快速流动的背景下，新型研发机构国际化成为其高质量发展的必然选择，也是我国形成具有全球竞争力开放创新生态的重要推动力。鉴于新型研发机构的多主体联合共治、多功能融合等特性及其国际化的复杂性，基于软系统方法论，从顶层战略出发，逐步逐层地分析为实现战略目标的关键行为，并从产出(Efficacy)、效率(Efficiency)和效果(Effectiveness)三个方面为关键行为构建指标，最终提炼出一套系统全面的新型研发机构国际化评价指标体系，为政府和新型研发机构管理者提供监管、考核依据，从而加快新型研发机构的国际化进程和高质量发展。

Abstract:

In the context of the rapid flow of international markets, the internationalization of new research and development institutions has become the inevitable choice for its high-quality development. It is also an important driving force for the formation of an open and innovative ecology with global competitiveness. In view of the multi-agent joint governance, multi-function integration and other characteristics of new R&D institutions as well as the complexity of their internationalization,based on the soft system methodology, starts from the top-level strategy and analyzes the key behaviors to achieve the strategic goals step by step. Efficacy was built for key behaviors from three aspects, Efficacy and Effectiveness, and a systematic and comprehensive evaluation index system for the internationalization of new R&D institutions was finally developed to provide a basis for supervision and assessment for the government and managers of new R&D institutions. Thus accelerate the internationalization process and high quality development of new research and development institutions.
