基于70家中科院院属研究单位2020年科技成果转化的相关数据,采用DEA方法对以中科院为例的科研院所科技成果转化效率进行了测度。研究表明,多数院属研究单位为非DEA有效,且处于规模收益递增阶段;各研究单位间的科技转化效率差异较大,处在低投入低产出阶段的研究单位占多数;投入冗余率和产出不足率普遍较高,相应的投入和产出改进幅度都有较大的优化空间。最后,基于中科院科技成果转化效率测度分析结果,分别从政府层面、中科院层面以及院属科研单位层面提出了推动科技成果转化效率的相关建议。

Based on the data of scientific and technological achievements transformation of 70 research institutions affiliated to Chinese Academy of Sciences in 2020,the DEA-BCC model is used to evaluate the transformation efficiency of those research institutions. The results show that most of the research units are not DEA effective and are in the stage of increasing returns to scale. There are great differences in the efficiency of science and technology transformation among different research units, and the majority of research units are in the stage of low input and low output. The input redundancy rate and output insufficiency rate are generally high, and the corresponding improvement range of input and output has a large space for optimization. Finally, based on the analysis results of the efficiency measurement of scientific and technological achievements of CAS, the paper puts forward relevant suggestions to promote the efficiency of scientific and technological achievements from the level of government, CAS and affiliated research institutions.
