长三角高等教育一体化政策促进区域高校科研发展了吗？——基于双重差分法的实证研究

摘要:

高校的科研发展在我国创新战略中发挥着重要作用。本文以双重差分法评估了长三角教育一体化政策对区域内高校科研发展的影响。研究发现,长三角教育一体化政策对区域内高校科研投入的增加有显著的拉动作用,但对科研产出的拉动效果不明显。进一步的机制分析表明,学术交流便利、知识服务能力强和开放程度越高的地区,长三角教育一体化政策对科研投入和科研产出的正向拉动作用越强。本文的研究对长三角教育一体化政策如何促进区域内高校科研发展予以了实证支持,也为各地教育一体化政策的制定提供了有益启示。

Abstract:

The research of universities plays an important role for China"s innovation strategy. This paper uses Difference in Difference regression to evaluate the impact of the education integration policy in the Yangtze River Delta on the research in universities in the region. The study found that the Yangtze River Delta education integration policy has an obvious pulling effect on the increase of research inputs in universities, but the pulling effect on research output is not obvious. Further mechanism analysis shows that in areas with convenient academic exchanges, strong knowledge service ability and high degree of openness, the Yangtze River Delta education integration policy has a stronger positive pulling effect on research input and output. This paper not only gives empirical support to how the education integration policy in the Yangtze River Delta promotes the research development in universities in the region, but also provides beneficial enlightenment for the formulation of education integration policy in various regions.
