高校促进原创性基础研究管理服务工作探讨—基于原创探索计划项目及北京大学视角

摘要:

原创性基础研究在推动新一轮科研范式变革、催生颠覆性技术和重大原始创新方面发挥着愈发重要的源头引领作用。高等学校是国家战略科技力量的重要组成部分,在开展原创性基础研究方面具有天然的优势和特色。国家自然科学基金委员会于2019年底拨出专款设立原创探索计划项目(简称“原创项目”),进一步强化基础研究原创导向,激发科研人员原创思想,促进产出更多重大原创成果。文章通过对原创项目实施两年以来的申请资助情况进行深入分析,并以北京大学获资助原创项目作为具体案例进行研究探讨,从科研管理服务的视角为高校促进原创性基础研究提供参考和借鉴。

Abstract:

Original basic research plays an increasingly important role in promoting a new round of change in scientific research paradigm, generating disruptive technologies and major original innovations. Universities are usually considered as an important component of the national strategic scientific and technological strength, and have natural advantages and characteristics in carrying out original basic research. At the end of 2019, the National Natural Science Foundation of China (NSFC) allocated special funds to set up original exploration projects (original projects) to further strengthen the original orientation of basic research, stimulate original ideas of researchers, and to promote the production of more original achievements. Through in-depth analysis of the funding for original projects since the implementation of two years, this paper takes the original project implemented in Peking University as a specific case for research and discussion, and provides reference for colleges and universities to promote original basic research from the perspective of scientific research management.
