目前有关科技人才、科技创新与经济发展之间关系的研究主要集中在影响效应和协同效应两个方面。为深入揭示江苏省人才链、创新链和产业链之间的内在联系,以科技人才、科技创新和经济发展3个子系统及其构成的综合发展系统为研究对象,构建江苏省综合发展系统协同度评价指标体系,并基于其2011-2020年相关数据,运用复合系统静态协同度模型和动态变化综合效度评价模型计算各系统协同度发展水平及其变化速度的状态和趋势。结果发现:江苏省综合发展系统相同基期的静态协同度逐年递增,但并未达到高级协同等级;3个子系统具有相互协同的作用,但长期处于低度协同演变状态,协同效应并不稳定,其中科技人才子系统是造成不稳定的主要因素;科技人才结构、研究机构数量、第三产业占比和高新技术企业占比分别是影响科技人才子系统、科技创新子系统和经济发展子系统协同发展的关键因素;各系统协同速度发展趋势呈现不规律波动状态。基于此,提出江苏省政府应建立信息公开、资源共享、部门联动等促进有效协同发展机制,加强人才结构优化,调动企业研发积极性促进人才链、创新链、产业链融合发展,以及注意兼顾各系统协同发展状态与速度等对策建议,以促进实现科技人才、科技创新与经济发展协同共进格局。

At present, research on the relationship between technological talents, technological innovation, and economic development mainly focuses on two aspects: impact effects and synergistic effects. In order to deeply reveal the internal connections between the talent chain, innovation chain, and industrial chain in Jiangsu Province, this paper takes the three subsystems of scientific and technological talents, scientific and technological innovation, and economic development as the research object, and constructs a comprehensive system synergy evaluation index system for Jiangsu. Based on data from 2011 to 2020, it uses a composite system static synergy model and a dynamic change comprehensive validity evaluation model to calculate the status and trend of the development level and change rate of each system's synergy. The results show that the static collaboration degree of the integrated system in Jiangsu has increased year by year during the same base period, but has not yet reached the advanced collaboration level; the three subsystems have a synergistic effect with each other, but they have been in a low degree of collaborative evolution for a long time, and the synergistic effect is not stable, among them, the technology talent subsystem is the main factor causing instability; the structure of scientific and technological talents, the number of research institutions, the proportion of the tertiary industry, and the proportion of high-tech enterprises are key factors that affect the coordinated development of the scientific and technological talent subsystem, scientific and technological innovation subsystem, and economic development subsystem, respectively; and the development trend of collaborative speed among various systems shows irregular fluctuations. Based on the above conclusions, it proposes that Jiangsu provincial government should establish mechanisms for promoting effective collaborative development, such as information disclosure, resource sharing, and departmental linkage, strengthen the optimization of talent structure, mobilize the enthusiasm of enterprise research and development to promote the integration and development of talent chain, innovation chain and industrial chain, pay attention to the coordinated development status and speed of various systems, and other countermeasures and suggestions to promote the realization of a collaborative pattern of scientific and technological talents, technological innovation, and economic development.
