海洋药物和生物制品产业发展经验与对策研究

Experience and Countermeasure Research on High-quality Development of Marine Drugs and Biological Products Industry

摘要:

海洋药物和生物制品产业具有高成长性,是国家重点培育的海洋战略性新兴产业之一,但目前全国产业规模较小。为促进不同地区间相互借鉴学习,通过分析评价不同地区海洋药物和生物制品产业的科技创新环境、成果转化效率和政策发展经验,基于科技创新、专利产出与成果转化、产业发展三者关系,探索性提出我国海洋药物和生物制品产业发展出路的对策建议,建立深海遗传资源研究与开发方向的国家重点实验室积极开发海洋药物,实施海洋生物科技创新提升计划加大专利产出,以市场为导向建立联合实验室促进成果转化,整合建设面向全产业链的产业技术开发平台促进创新链和产业链融合。

Abstract:

The marine drugs and biological products industry has a high growth rate, and is one of the strategic emerging marine industries as the keystone in marine economy. But at present the scale of the marine drugs and biological products industry is small. In order to promote mutual learning among different regions, this paper analyzes and evaluates the scientific and technological innovation environment, achievement transformation and development policy experience of the marine drugs and biological products industry in different regions. Research on the relationships among scientific and technological innovation, patent output and achievement transformation, and economy development, this paper puts forward countermeasures and suggestions for the development of China's marine drugs and biological products industry. It is need to establish a national key laboratory which focuses on advanced utilization of deep-sea genetic resources for marine drugs research and development. The innovation promotion plan can increase patent output. And the market-oriented joint laboratory can efficiently promote the transformation of achievements. It is also need to establish the technological engineering platform and the industrialization platform which focuses on the whole industrial chain.
