Abstract:End-users are the core stakeholders of mage infrastructure projects, and user information involvement and user capital involvement will affect the innovation performance of mage infrastructure projects. Taking production users as the research object, a dual principal-agent model of mage infrastructure project innovation without user involvement, user information involvement, and user capital involvement was established, and the impact of user involvement on the innovation efforts of SPVs and participating units was discussed. The impact of user involvement on the innovation income of users, SPVs and participating units. The research results show that user information involvement improves the SPV’s innovation efforts, but inhibits the innovation efforts of participating units; compared with user information involvement, user capital involvement has an incentive effect on participating units, but its impact on the SPVs is complex, and certain conditions must be met to positively motivate the SPVs. Based on the research conclusions, relevant suggestions are given in terms of establishing and improving communication channels and information sharing mechanism with users on innovation needs, prudently handling rights, responsibilities, and interests of users, he SPVs and participating units, and establishing multi-dimensional comprehensive performance evaluation mechanism.
