Abstract:With the rapid development of high-tech industries and new research and development (R&D) institutions, it is particularly important to evaluate the operation performance of new R&D institutions objectively, accurately and efficiently. The performance evaluation index systems of new R&D institutions in Beijing, Hebei, Jiangsu, Zhejiang, Anhui, Shandong, Henan and Guangdong, are selected as the research objectives. The number of three-level indicators, the proportion of qualitative indicators, the independence of indicators, and the distribution of score weights are compared and analyzed. Hebei Province has the least number of evaluation indicators, which are quantitative indicators. The performance evaluation of new R&D institutions should consider the complexity, objectivity and rationality of the evaluation process fully, and determine the best evaluation index system and score weight, and then the healthy development of new R&D institutions can be promoted.
