典型省市新型研发机构绩效评价指标体系的对比研究

摘要:

随着高新技术产业和新型研发机构的迅猛发展，如何客观、准确、高效评估新型研发机构的运营绩效显得尤为重要。本文选取北京市、河北省、江苏省、浙江省、安徽省、山东省、河南省、广东省等八个典型省市的新型研发机构绩效评价指标体系，重点对比分析三级指标个数、定性指标占比、指标独立性、分值权重分配等方面的特征。河北省的评价指标个数最少，且均为定量化指标。新型研发机构的绩效评价，应充分考虑评价过程复杂性、客观性、合理性和分类评估，确定新型研发机构绩效的最佳评价指标体系以及分值权重，进而促进新型研发机构的健康发展。

Abstract:

With the rapid development of high-tech industries and new research and development (R&D) institutions, it is particularly important to evaluate the operation performance of new R&D institutions objectively, accurately and efficiently. The performance evaluation index systems of new R&D institutions in Beijing, Hebei, Jiangsu, Zhejiang, Anhui, Shandong, Henan and Guangdong, are selected as the research objectives. The number of three-level indicators, the proportion of qualitative indicators, the independence of indicators, and the distribution of score weights are compared and analyzed. Hebei Province has the least number of evaluation indicators, which are quantitative indicators. The performance evaluation of new R&D institutions should consider the complexity, objectivity and rationality of the evaluation process fully, and determine the best evaluation index system and score weight, and then the healthy development of new R&D institutions can be promoted.
