Abstract:Science and technology credit regulation is a guarantee for the orderly conduct of scientific research activities and an issue of great concern to the society in recent years. Existing studies focus on a certain link or a certain subject in the process of science and technology credit regulation, or sort out the regulatory experience of various places, lacking a comprehensive examination of the science and technology credit regulation system in both ephemeral and common time. By combing the relevant literature and the science and technology credit policies of 31 provincial administrative regions, the article finds that the ephemeral nature of China's science and technology credit regulatory system shows a pattern of state-led management to local response and implementation to local focus, and the common nature has the characteristics of joint national management and local implementation. The article compares the national five-dimensional framework model to sort out local government policies, and summarizes the different practices of local governments in response to national requirements through textual analysis. Based on the research, four suggestions are made to improve the science and technology credit supervision system based on the overall national and local construction requirements.
