我国科技信用监管体系建设实践：国家与地方互动视角

Construction of China's science and technology credit supervision system: National-Local Interaction Perspective

科技信用监管是科研活动有序进行的保障，也是近年来社会高度关注的问题，已有研究侧重研究科技信用监管流程中某一环节或某一主体，或者梳理各地监管经验，缺乏对科技信用监管体系进行历时性与共时性的综合考察。文章从国家与地方的互动视角出发，对我国科技信用监管体系展开研究，通过梳理相关文献以及31个省级行政区域的科技信用政策，发现我国科技信用监管体系的历时性展现出国家牵头管理到地方响应实施再到地方突出重点的模式，共时性具有国家联合管理与地方共抓落实的特点。文章对标国家五维框架模式来梳理地方政府政策，通过文本分析法归纳总结地方政府在响应国家要求中的不同实践情况。根据研究，基于国家和地方总体建设要求提出4点完善科技信用监管体系的建议。

Abstract:

Science and technology credit regulation is a guarantee for the orderly conduct of scientific research activities and an issue of great concern to the society in recent years. Existing studies focus on a certain link or a certain subject in the process of science and technology credit regulation, or sort out the regulatory experience of various places, lacking a comprehensive examination of the science and technology credit regulation system in both ephemeral and common time. By combing the relevant literature and the science and technology credit policies of 31 provincial administrative regions, the article finds that the ephemeral nature of China's science and technology credit regulatory system shows a pattern of state-led management to local response and implementation to local focus, and the common nature has the characteristics of joint national management and local implementation. The article compares the national five-dimensional framework model to sort out local government policies, and summarizes the different practices of local governments in response to national requirements through textual analysis. Based on the research, four suggestions are made to improve the science and technology credit supervision system based on the overall national and local construction requirements.
