科技人才生态圈为科技人才培育与发展提供良好环境与机制。我国四大综合性国家科学中心集聚为数众多的高科技人才,构筑科技人才生态圈十分重要。借助人才生态运行逻辑及基本原理,分析我国四大综合性国家科学中心的科技人才生态特征,提出科技人才生态圈高质量建构的5大运行机制:基于“激励”的制度赋能机制;基于“关系”的主体协同机制;基于“需求”的资源交换机制;基于“服务”的联动对接机制;基于“融合”的要素链接机制。

The science and technology talent ecosystem provides a good environment and mechanism for the cultivation and development of scientific and technological talent. As China's four Comprehensive National Science Centres are home to a large number of high-tech talents, it is important to build a talent ecosystem for them. With the help of the logic and basic principles of talent ecology operation, the paper analyzes the characteristics of the science and technology talent ecosystem in China's four Comprehensive National Science Centres and proposes five major operational mechanisms for the high-quality construction of the science and technology talent ecosystem: an institutional empowerment mechanism based on "incentives";a subject synergy mechanism based on "relationships"; a resource exchange mechanism based on "demands"; a linkage mechanism based on "services"; a factor linkage mechanism based on "integration".
