Abstract:In order to promote the innovation of the software industry in Guangdong Province, this paper adapts the patent perspective to analysis. Based on the data of the《Annual Statistical Report of Software and Information Technical Service in Guangdong Province》(2019-2021), we sort out the R&D input and output data of 29 Guangdong key monitoring enterprises and compare the related index data with Beijing, Shanghai and Zhejiang, so as to analysis the technical innovation status and challenges of the software industry in Guangdong Province. The results indicate that the comprehensive strength and development scale of the software industry in Guangdong Province is still at the forefront of the country. Despite various adverse factors such as the impact of the COVID-19 pandemic, it can still maintain an annual growth rate of more than 10% in the market revenue. In addition, the industry is still active in the software export business with Huawei Technologies Co., Ltd. as the main force, showing a trend of gradual internationalization. Moreover, the number of copyright registration and invention patent applications has increased year by year, driven by the rapid increase in research and development costs, and the innovation strength has been continuously enhanced. However, in the industry, there are still problems such as insufficient leading role of leading enterprises, weak supporting role of talents, less obvious innovation cluster effect, and poor development momentum of industrial software. To solve these problems, a public service platform for software industry development under industrial integration is constructed from a top-level development planning perspective. The platform combines multiple agents including universities and governments, empowering the industrial ecological development system through a novel consultation method under the cooperation of industry, university and research. Besides, the platform makes two leaps of the “Data-Knowledge-Decision” technical route by three-level cooperation of exploring top-level scientific problems, cultivating young scholars and guiding the development of enterprises. Moreover, it can play the role of a baton to ensure the healthy and sustainable development of the software industry innovation system.
