Abstract:New R&D institutions are an important part of China's innovation system. There is a great significance for promoting the virtuous cycle of science and technology, industry and finance to cultivate a host of strong competitiveness New R&D Institutions. We selected 1321 New R&D Institutions in nation-wide, on the basis of systematically summarizing the development status of these New R&D Institutions and relevant literature and theoretical research, constructed a six-dimensional evaluation index system for the core competitiveness, and using BP neural network model optimized by artificial bee colony (ABC) algorithm to evaluate them core competitiveness. Further comprehensive research and analysis of the development strategy of new R&D institutions were also studied. The results showed that 35.30% of New R&D Institutions core competitiveness was at a strong level. On the whole, the core competitiveness of New R&D Institutions had a good development foundation and prospects; The New R&D Institutions mainly occupy a favorable niche by extending the innovation service chain, innovative scientific and technological achievements docking mechanism and other strategies. In the future, we should strengthen the top-level design for New R&D Institutions development, coordinate the central and local support policies, government and market funds, training and assessment of the direction of development, the micro-ecology of innovation of New R&D Institutions development and the macro-ecology of scientific and technological innovation, to further promote the high-quality development of new research and development institutions.
