    摘要:

    新型研发机构是我国创新体系的重要组成部分,培育一批具有较强竞争力的新型研发机构对促进科技、产业、金融良性循环具有重要意义。本文以1321家全国新型研发机构为研究对象,在系统总结新型研发机构发展现状的基础上,基于有关文献及有关理论研究,构建了新型研发机构核心竞争力六维评价指标体系,通过人工蜂群(ABC)算法优化后的BP神经网络模型对新型研发机构核心竞争力进行评估,进一步综合研究分析了新型研发机构发展策略。结果表明:35.30%的新型研发机构核心竞争力处于较强水平,总体上新型研发机构核心竞争力具有良好的发展基础和前景;新型研发机构主要通过延长创新服务链条、创新科技成果对接机制等策略占据有利的生态位。未来应该加强新型研发机构培育建设的顶层设计,统筹好中央和地方支持政策、政府和市场资金、培养和考核发力方向、新型研发机构创新微生态和科技创新大生态,来进一步推动新型研发机构高质量发展。

    Abstract:

    New R&D institutions are an important part of China's innovation system. There is a great significance for promoting the virtuous cycle of science and technology, industry and finance to cultivate a host of strong competitiveness New R&D Institutions. We selected 1321 New R&D Institutions in nation-wide, on the basis of systematically summarizing the development status of these New R&D Institutions and relevant literature and theoretical research, constructed a six-dimensional evaluation index system for the core competitiveness, and using BP neural network model optimized by artificial bee colony (ABC) algorithm to evaluate them core competitiveness. Further comprehensive research and analysis of the development strategy of new R&D institutions were also studied. The results showed that 35.30% of New R&D Institutions core competitiveness was at a strong level. On the whole, the core competitiveness of New R&D Institutions had a good development foundation and prospects; The New R&D Institutions mainly occupy a favorable niche by extending the innovation service chain, innovative scientific and technological achievements docking mechanism and other strategies. In the future, we should strengthen the top-level design for New R&D Institutions development, coordinate the central and local support policies, government and market funds, training and assessment of the direction of development, the micro-ecology of innovation of New R&D Institutions development and the macro-ecology of scientific and technological innovation, to further promote the high-quality development of new research and development institutions.
