我国科学数据开放共享生态系统建设的实践探索与优化对策

Practical exploration and optimization countermeasures for the construction of open and shared ecosystems of scientific data in China

摘要:

以科学数据开放共享生态系统为对象，分析了其机构、人员、政策法规、数据对象和基础设施五方面构成要素及全要素整体性、全流程协同性、全时空开放性和全制度调控性的特征，针对我国科学数据开放共享生态系统存在问题分析，提出了开展科学数据汇交、制定开放共享政策、建立科学数据管理计划提交制度、实施科学数据可信认证等对策。

Abstract:

Taking the open sharing ecosystem of scientific data as the object, this paper analyzes the five constituent elements of institutions, personnel, policies and regulations, data objects and infrastructure, and the characteristics of the integrity of all elements, whole-process collaboration, full-temporal and spatial openness and full-system regulation, and puts forward countermeasures such as scientific data collection, formulation of open sharing policies, establishment of scientific data management plan submission system, and implementation of scientific data credible certification in view of the analysis of the existing problems of scientific data open sharing ecosystem in China.
