Abstract:In order to clarify the obstacles for Beijing to build a benchmark city for digital economy, based on the necessity of Beijing to build a benchmark city for global digital economy and its current situation of digital economy development, we construct a global benchmark city evaluation index system from five dimensions: digital infrastructure construction, digital technology research and development capability, digital economy openness, and digital economy governance capability. Taking the top 23 cities in the World's Top 500 Cities in 2022 compiled by GYbrand and Guangzhou and Shenzhen as samples, we used dynamic factor analysis, mutation series method and obstacle diagnosis model to estimate and analyze the obstacles to the development of digital economy in 25 cities from 2017 to 2020. It is found that the digital economy level of Beijing is in the leading position in the world, and the main constraints on the growth are the lack of integrated infrastructure construction, the lack of investment and research and development enthusiasm, the lagging release of economic benefits, and the imperfect governance environment. In order to accelerate the construction of Beijing into a global benchmark city for digital economy, we suggest that Beijing strengthen the integration of infrastructure connectivity, broaden the channels for digital economy investment promotion, and promote the improvement of new consumption quality and expansion.
