数字经济培育西部零碳工业园区的路径研究

摘要：以数字经济培育西部零碳工业园区成为西部地区绿色增长极，率先实现碳中和，辐射带动西部地区工业绿色低碳转型发展，是西部地区面向碳达峰、碳中和目标实现高质量发展的重要抓手。立足系统论研究视阈探明数字经济培育零碳工业园区的理论机制。从碳排放脱钩与“碳源—碳汇”平衡的双重角度对西部工业园区零碳培育的潜在能力进行系统评估以及类型划分，明确低碳发展型、集约扩张型、低效扩张型、粗放扩张型四种类型工业园区零碳培育的战略定位。结合西部地区不同类型工业园区的功能形态、发展阶段，以数字赋能零碳场景落地为目标，对西部地区工业园区零碳培育的实现路径进行“全景画像”。

Abstract：Building the western zero-carbon industrial park with digital economy to become a green growth pole in the western region, taking the lead in achieving carbon neutrality, and radiating the transformation and development of green and low-carbon industries in the western region, is an important way for the western region to achieve high-quality development towards the goal of carbon peak and carbon neutrality. Based on the perspective of system theory, explore the theoretical mechanism of digital economy to cultivate zero-carbon industrial parks. From the dual perspectives of carbon emission decoupling and "carbon source-carbon sink" balance, the potential capacity of zero-carbon cultivation in western industrial parks is systematically evaluated and the types are divided, and the strategic positioning of zero-carbon cultivation in four types of industrial parks, namely, low-carbon development type, intensive expansion type, inefficient expansion type and extensive expansion type, is clarified. In combination with the functional forms and development stages of different types of industrial parks in the western region, the implementation path of zero-carbon cultivation of industrial parks in the western region is "panorama" with the goal of landing the zero-carbon scenario of digital empowerment.
