数字政府建设中政企合作的困境与出路

Difficulties and Solutions of Government-Enterprise Cooperation in The Construction of Digital Government

摘要:

数字政府建设为我国政府治理现代化创造了新机遇，也为进一步理清政府与市场关系、有效发挥企业的市场主体地位带来新挑战。在我国数字政府建设过程中，政府与各类型企业频繁互动形成了新的政企合作模式。数据要素驱动政府治理、企业运营发生新变革，政府与企业合作在治理主体、合作方式、运行机制和技术支撑等方面发生新变化。在剖析数据要素驱动政企合作的作用机理基础上，以企业尤其是信息技术企业为“样本”，提出优化政企合作机制的新路径，重点在参与主体、协作方式、工作机制和支撑保障等方面找到“突破口”。这也将是以政企合作机制“小切口”解决数字政府建设“大问题”的理论与实践的双重探索。

Abstract:

The digital government has created new opportunities for the modernization of government governance in China.It is a new challenge for further clarifying the relationship between the government and the market, and improve the effective of various entities such as enterprises. The cooperation between government and enterprise has gradually become the mainstream preferred choice for the digital government in China. Data elements drive new changes in government governance and enterprise operations. The aspects of government-enterprise-cooperation have changed, involving governance subjects, cooperation methods, operational mechanisms, and technical support. Based on the analysis of the mechanism of data elements driving government-enterprise-cooperation, taking enterprises, especially information technology enterprises as a "sample", we propose a new path to optimize government-enterprise-cooperation, which focus on participants, collaboration methods, working mechanisms, and support guarantees. This will be a dual exploration of the theory and practice of solving the "big problem" of digital government through a "small incision" in the mechanism of government-enterprise-cooperation.
