Abstract:Evaluating the implementation effect of transformation policy and clarifying the mechanism of this policy, is of great importance to promote deep integration of science and technology and economy. This study take Chinese universities as research objects to evaluate the implementation effect of New Promoting the Transfer of Scientific and Technological Achievements’ (hereinafter referred to as new transformation policy) by RDD, with related data from 2010-2020. Furthermore, based on the theory of scientific and technological resource allocation, research the mechanism of this policy from four dimensions: financial resources, human resources, material resources and network resources.The research results found that: (1) The implementation of this policy significantly promoted the transformation of scientific and technological achievements in universities. (2) This policy positively promotes the transformation of scientific and technological achievements in universities by adjusting the relationship between scientific and technological financial resources, human resources, material resources, network resources and the transformation rate of scientific and technological achievements in universities. (3) The transformation rate of scientific and technological achievements in universities is related to many parts, such as basic research, applied research and so on, which indicates that the transformation of scientific and technological achievements is a systematic project. Based on our finding, we make the following policy recommendation.
