Abstract:Education, science and technology and human resources are the concentrated expression of a country's comprehensive strength, higher education is a productive investment in scientific and technological human capital. As the highland for talents and technological innovation, Singapore universities have built a solid foundation of scientific and technological human capital for the national strategic scientific and technological strength. Based on the human capital theory of science and technology, Singapore universities are guided by multiple innovative effects, such as technology, industry and policy. Forming the development path of science and technology human capital in line with its own development logic: actively seeking academic alliance to build a hub for cultivating international scientific and technological talents; actively seeking cooperation between schools and enterprises to cooperate with domestic and foreign technology enterprises collaborative innovation; actively seeking regional alliances to stimulate the geospatial agglomeration effect of science and technology. Examining the multiple innovative effects and path selection of scientific and technological human capital development in Singapore universities may have reference value to Asian universities in carrying out high-level innovative research, cultivating high-level scientific and technological talents and linking industry-university-research and application.
