Abstract:Improving the spatial distribution of regional economies is a solid foundation for high-quality economic development. In order to alleviate the imbalance between east and west, divide between north and south, and accelerate the construction of a new development pattern, it is urgent to explore the differences in regional policy implementation strategies based on the allocation of industrial innovation resources. In this paper, the specific industrial behavior of each region when implementing the central industrial policy is taken as the research object, and the high-tech industry data is selected to calculate and analyze the growth rate of internal and external innovation resources, the concentration degree of newly added resources in industrial sub-industries, industrial comparative advantages and industrial effects of 29 provinces and cities. Based on the theories of resource patchwork and arrangement, and combined with the calculation results, the action strategies selected in the process of implementing the central industrial policies in different regions are divided into four categories, and based on the research conclusions, the corresponding suggestions for the central policy making are put forward.
