“政产学研金行介”深度融合下各创新主体对科技人才培育的影响作用研究

Research on the Influence of Various Innovation Subjects on the Cultivation of Scientific and Technological Talents under the Deep Integration of Government–Industry–University-Research-Finance-Association-Intermediary

摘要:

为进一步深入结合实施科教兴国战略、人才强国战略、创新驱动发展战略，在“政产学研金行介”深度融合背景下，探讨“政产学研金行介”各创新主体对科技人才培育的影响作用机制。拓宽政产学研的合作边界，加入“金行介”3个创新主体；基于对不同类别组织培育科技人才的影响作用，构建“政产学研金行介”为主体的创新生态系统评价指标体系。根据科技人才所属组织的不同类型，利用我国2012年-2020年省级面板数据及2013年-2019年上市公司面板数据进行回归分析。结果发现：政府财政支持对科技人才培育作用显著；“产”“学”“研”各自的作用力度及范围有限，需加强发挥产学研协同作用；金融机构资金能够起到正向作用，特别是银行贷款；行业协会的作用主要对上市公司显著，其桥梁纽带作用需得到重视及拓展；科技中介对各类组织培育科技人才的影响力均显著，应推动各类中介机构充分参与到科技人才培育过程中。

Abstract:

In order to further integrate the implementation of the strategy of rejuvenating the country through science and education, the strategy of strengthening the country through talents, and the strategy of innovation-driven development, under the background of the deep integration of Government–Industry–University-Research-Finance-Association-Intermediary, the influence mechanism of each innovation subject on the cultivation of scientific and technological talents is discussed. Broaden the boundaries of cooperation among Government-Industry-University-Research, and join the three innovation subjects of Finance-Association-Intermediary. Based on its influence on the cultivation of scientific and technological talents in different types of organizations, the innovation ecosystem evaluation index system with Government–Industry–University-Research-Finance-Association-Intermediary as the main body is constructed. According to the different categories of organizations which scientific and technological talents belong to, the regression analysis is carried out by using the provincial panel data from 2012 to 2020 and the panel data of listed companies from 2013 to 2019. The results show that, government financial support plays a significant role in talent cultivation. The strength and scope of the respective roles of Industry, University and Research are limited, and the synergy among them needs to be strengthened. Financial institution funds can play a positive role, especially bank loans. The role of industry associations is mainly significant for listed companies, and its bridging role needs to be paid attention to and expanded. The influence of science and technology intermediary on the cultivation of science and technology talents is obvious, and all kinds of intermediary institutions should be promoted to participate fully in the process of the cultivation of science and technology talents.
