摘要:

数字健康是数字社会高质量发展的战略方向,欧洲在数字健康领域走在世界前列。以欧洲数字健康政策为研究对象,对欧盟、法国、英国、瑞士和丹麦制定的数字健康政策内容进行研究,其政策特点主要体现在数据建设、技术应用、基础设施、数字素养和组织保障5个方面。具体表现为,欧洲重视建立健康数据空间及共享模式,推进健康数据共享和利用,促进数字技术应用,创新医疗解决方案,建设数字健康基础设施,支持数据利用,加强健康和数字素养,提高数字化适应能力,设立数字健康相关机构及委员会,为数字健康发展创造条件。借鉴欧洲经验,得出启示：加强数字健康的数据要素建设,加快数字健康的成熟技术应用,加强数字健康的基础设施支撑,提高全民数字健康素养,强化组织管理和引导,从而推动数字健康创新发展。

Abstract:

Digital health is a strategic direction for high-quality development of the digital society, Europe leads the world in the field of digital health. Taking the European digital health policy as the research object, this study focuses on the digital health policies formulated by the European Union, France, the United Kingdom, Switzerland and Denmark. The policy characteristics are mainly reflected in five aspects: data construction, technology application, infrastructure, digital literacy, and organizational guarantee. Specifically, Europe attaches great importance to establishing a health data space and sharing model to promote the sharing and utilization of health data, promoting the application of digital technology to innovate in healthcare solutions, building digital health infrastructure to support the data utilization, strengthening the health and digital literacy to enhance digital adaptability, establishing digital health-related institutions and committees to provide conditions for the development of digital health. Drawing inspiration from European experience: strengthen the construction of data elements in digital health, accelerate the application of mature technologies in digital health, strengthen the infrastructure support of digital health, improve the digital health literacy of the population, strengthen organizational management and guidance, in order to promote the innovative development of digital health.
