Abstract:There are similarities between the current technology war between China and the United States and the conflict between Japan and the United States in the mid to late 20th century. Studying the experience of Japan's intellectual property strategy in promoting independent innovation capabilities is of practical significance for China. The article proposes the strategic need for China to accelerate the improvement of its technological innovation capabilities, compares and analyzes the similarities and differences in the bottleneck technology dilemma faced by China and Japan, and summarizes Japan's intellectual property strategy into a period of weak intellectual property protection, a period of intellectual property protection and avoidance of infringement, a period of comprehensive strengthening of intellectual property protection, and a period of intellectual property establishment strategy. The following suggestions are proposed: emphasizing the top-level design of intellectual property strategy, Establish an intellectual property system that supports basic research and adapts to the transformation of the technological innovation system; Promote the creation of higher-level intellectual property rights and strengthen the strategic reserve of key core technology intellectual property rights; Encourage the application of core intellectual property rights, and promote the active transformation and operation of intellectual property rights in universities and institutions into the market; Comprehensively consolidate the comprehensive protection of intellectual property rights, and stimulate the innovation vitality and creative potential of the entire society with high standard protection as the guidance; Promote the implementation of intellectual property management standards and establish an intellectual property management mechanism that is conducive to technological innovation and the construction of the national science and technology system; Improve the quantity and quality of intellectual property talents, and create a multi-level, specialized, and composite intellectual property talent team.
