Abstract:The team of technical managers in colleges and universities is not only related to the improvement and growth of the transformation of scientific and technological achievements in colleges and universities, but also plays an important role in improving the construction of the technology transfer system. The establishment of the ability and quality model of technical managers is an important theoretical basis for promoting the steady progress of the construction of the team of technical managers in colleges and universities. In this study, 16 technical managers in colleges and universities were interviewed by the behavioral event interview method, and the competency model of technical managers in colleges and universities was constructed by the grounded theory method. Additionally, the reliability and validity of the model was tested by questionnaire survey. The model covers six dimensions, including the ability to commercialize results, the ability to control the market, the ability to tap demands, the interdisciplinary knowledge structure, the professional attitude and the personality quality, and 27 competency elements,which reveals that university technical managers have multi-level and multi-dimensional quality requirements in terms of knowledge structure, competency and quality attitude, and provides a scientific theoretical basis for the high-quality cultivation of technical manager team in China.
